Lobby Game Options Bug

Game options are chosen by the top person in the lobby, not the Host.

the host is usually the top player, player 1 who controls the options. In the case of the host leaving the game, the new host would have to change player 1's settings only (not his/her own).

There is no way to detect the host . But, it is impossible to start a game without the top person present. So it seemed like a good workaround.
