add some penalty for the second leak

this is only an issue in single player where the player chooses to play slowly and leak more than one round.. and the replays are rarely posted on forums.. in most cases, the player is gaining massive number of lives by life tower (ab)use..

remember time is a major factor in winning FDS...

in multiplayer, you should be rushed out of game in short order if you leak more than once (unless everyone cooperates to play slowly and not rush each other out..)
