Maybe he does need a permission, who knows. Karawasa is the one you should ask. Send him a pm if he doesn't react, he's a busy man.

If all you're doing is hosting the map for download at your site, I don't see a problem with that...

You may the add the map on your site. Feel free to say that I gave you permission to do so, although I don't think anyone will care either way.
