OSfrog spawning to early

There should be a setup time to prepare for the incoming storm that is the balanced OSfrog. Even if you are the only one alive the icefrogs will spawn before the last wave is cleared.

Next patch, it's going up to a 60 second delay time between Wave 55 and Wave 56. Should also make Rush more possible.
