Naga Sea Witch's No cooldown Skill.A bug?

Well I want to know if the frozen bolt (the stun) spell of that hero is really meant to have no cooldown or if it's a "bug".

I mean all the heros have "the same" skills, and she's the only with a 0 cooldown skill...Is that a bug?

Yes, that would be a bug. Thanks for reporting, although note that hero mode is going through an extensive redesign, so Frostbolt will cease to exist.
