Element TD patched to work for starcraft 2 3.0 in Europe

I updated the Europe version to an unofficial 1.49 in order to work with starcraft 3.0 better.

It includes:

- Fixed laser towers being able to attack

- Fixed creeps getting instantly teleported to the exit
