Question about Douse tower

Though the games, I haven't felt that Douse tower has AOE damage.

Homepage metioned "Level 1: Every 3 attacks levels up this ability. Ability has 10 levels. Splashes the area in water. Units within 700 AoE of the tower take [0,950,2090,3548,5099,7069,9433,12270,15674,19758] damage."

However, during the game, I don't think the tower takes AOE damages to the creeps.

Is that my misunderstanding? Please explain.

Maybe I don't understand what it literally means.

The douse ability is given to the tower when it attacks creeps, after succesive hits the ability gains a level on the ability.

You can manually cast that spell on the tower, this spell deal AoE damage but not the ordinary attack.
